Between the non-Socialists amongst the political-minded Austrians in the United States a union has taken place. The group authorized by Archduke Otto and a group headed by Guido Zernatto have formed a National Council. The State Dep. has been informed and it is hoped that a more or less formal recognition of the Council will be delivered by the State Dep.

The merit to have eliminated the existing difficulties goes to Zernatto for his initiative, to Dr. Fuchs for his skilful negotiations and to Schuschnigg for his good will.
“Prominent” Austrians who are not members are Dr. Winter, Dr. Kallir, Dr. E. (richtig: F.) Klein and Dr. Ploechl. (…)
Thus for the first time since the outbreak of the War in 1939, unity between the non-Socialist Austrian groups is established. The fear to “miss the bus” finally speeded the mutual decisions.
The establishing of the National Council will have the full approval of the vast majority of the Austrians abroad – except the organized Socialists. (…)
One of the curiosities of the event is that some of the formerly most active Monarchists are on the Zernatto-list: Dr. Fuchs, Trauttmansdorff, Bordes, Redler, Harand, Friediger.

Deutsche Zusammenfassung: Die nichtsozialistischen österreichischen Gruppierungen haben sich erstmals geeinigt und planen die Errichtung eines National Council mit einem Exekutivausschuß, in dem Rott, Hildebrand sowie Schuschnigg die Legitimisten vertreten, Zernatto, Fuchs und Czernin die Zernatto-Gruppe bilden.
